A police officer must go outside his jurisdiction to pursue men who have brutally assulted his sister and left her for dead. With very few clues and having to deal with an uncooperating local police officer who wants to sweep the case under-the-rug, it is left to him to unravel the clues and bring his sister's attackers to justice.
